Pre-qualification

Information for Contractors

For any project of Napa Valley Unified School District (“District”) where pre-qualification under Public Contract Code 20111.6 is required, prime contractors with A or B licenses (“general contractors”), and mechanical, electrical, and plumbing contractors (i.e., those contractors holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46 licenses, whether acting as prime contractors or subcontractors) that are planning to submit, or planning to be included in, a bid or proposal for that project may apply for pre-qualification, as described below.

The District shall process all pre-qualification applications at QualityBidders.com, a web-based online application that is fast, simple, safe and easy to use. Because NVUSD is unique and hopes that we will establish a successful working relationship and exceptional performance from our Contractors, the District requires additional information to the pre-qualification online application. Please follow the simple steps below:

  1. Read the Supplemental Pre-qualification Questionnaire on the District’s website and submit documents along with your application at QualityBidders.
  2. Read the Contractor Instructions on how to sign-up at QualityBidders.
  3. Sign up at www.qualitybidders.com website (at no charge) and submit your pre-qualification application online.
  4. Once you have been approved, you will receive an email indicating your approval expiration date and limit.

Questions regarding the pre-qualification process transition?

The District reserves the right to

  • amend the pre-qualification package at anytime.
  • waive minor irregularities and omissions in the information contained in any pre-qualification application submitted and to make all final determinations.

Additionally, a determination by the District that a contractor is pre-qualified does not amount to a final determination that such contractor is responsible or responsive for purposes of evaluating the bid or proposal.  The District may, in accordance with applicable law reject a pre-qualified contractor’s bid or proposal, and the District may additionally reject all bids or proposals if it determines such action is in the best interest of the public.

Thank you for your interest in pre-qualifying and working with NVUSD.
