Rosanna Mucetti, Ed. D. serves as Superintendent of Napa Valley Unified School District. With public education experience spanning over two decades, Dr. Mucetti has served as a bilingual teacher, English Learner program specialist, assistant principal, principal, manager of Curriculum and English Learner Services, assistant superintendent, and deputy superintendent. Before her appointment at NVUSD in July 2018, Dr. Mucetti served as the Deputy Superintendent of Educational Services in the San Leandro Unified School District for five years, where she led instructional transformations, including integrating socio-emotional learning into the curriculum. She also revamped the district’s technology platforms and played a key leadership role in its facilities bond program.
Dr. Mucetti’s experience spans many facets of public education, including international and national work with K-12 school districts, charter management organizations, and ministries of education. In addition, Mucetti worked for the Buck Institute of Education, which specializes in training educational professionals in project-based learning. During her time there, she attained a broad perspective on a variety of school models and programs.
During her three-year tenure, Dr. Mucetti has led many improvements in the Napa Valley Unified School District. Under her leadership, the district adopted a six-goal action-oriented strategic plan. Some of the most notable accomplishments include:
Teaching and Learning
- Successfully virtualized the educational system through a robust distance learning program during the pandemic
- Currently serve as one of the few K-12 districts of our size to reopen our school campuses for in-person instruction at the elementary, middle, and high school levels
- Established a K-12 assessment system to inform teaching and learning
- Adopted district-wide technology integration platforms, science curriculum, and expanded access to more culturally and linguistically relevant literature
Technology
- Improving the district’s technology infrastructure
- Making the district a 1:1 learning environment by providing a device for every student in the district
- Providing all 900 classrooms with a Promethean Board
Facilities and Construction
- Revised the Measure H implementation plan to make facilities improvements at more sites
- Adopted a facilities modernization plan to inform current and future facilities planning
Budget and Finance
- Closed and consolidated schools in response to declining enrollment to better maximize our resources for improved programming
- Dramatically improved the district’s credit rating, financial position, and reserves
- Managed a workforce reduction in response to declining enrollment eliminating positions at the district office and select school sites.
Governance
- Overhauled and updated all district board policies to be current, compliant, and aligned with current laws
Community Engagement & Communication
- Increased community engagement opportunities, improved translation services, and created consistent internal and external communication channels
Dr. Mucetti’s educational background includes a bachelor’s degree in Psychology from UC Berkeley and a master’s degree and a doctorate in Educational Leadership from CSU East Bay. She also completed the School Business Management program at USC and has a chief business official certificate from the California School Business Officials Organization. Dr. Mucetti is currently a fellow in the Broad Center at the Yale School of Management Fellowship Program for public education. She also has California credentials for multiple subject, bilingual teaching, and administrative services.
